NIPDI is an “industry advancement fund” which was originally established by a collective bargaining agreement between the Northeast Illinois Chapter of PDCA (Painting & Decorating Contractors of America) and Painter’s District Council No. 30.
PDCA Existed First
PDCA is a well established national professional trade association made up of painting and drywall finishing contractors. It functions with organized councils and chapters throughout the United States and beyond and has been active since 1884. The Northeast Illinois Chapter of PDCA was comprised solely of union painting and drywall finishing contractors and belonged to the Illinois Council of PDCA. The Northeast Illinois Chapter came into being in the mid-1960s. In that period, predecessor local associations from Elgin, Aurora and DuPage County—themselves dating back to the 1940s and 1950s—merged to create a single group. From then until May of 2004 PDCA had worked cooperatively with Painter’s District Council No. 30 (PDC 30) in negotiating a series of mutually-agreed contracts that governed wages, working conditions and fringe benefits paid to union painters and tapers in the domain of PDC 30’s jurisdiction. In the spring of 2004 a new union contractor association, FCA of Illinois, following in the footsteps of Northeast Illinois PDCA, negotiated the current contract with PDC 30.
NIPDI Was Born in 1978
“NIPDI” is an acronym for the “Northern Illinois Painting and Drywall Institute”. NIPDI is termed an “industry advancement fund”. It was established in 1978 to promote painting and drywall finishing, provide educational services to contractors and develop professionalism among its members.
NIPDI is a trust fund overseen by an elected board of contractor trustees. It was created through a collective bargaining agreement forged between PDCA and Painters District Council No. 30 in 1978 and has since been carried forward by later contracts.
NIPDI is funded by contributions made by over 250 painting and drywall finishing contractors on the “man-hours” worked by union painting and drywall finishing tradespersons in the 29-county PDC 30 area. The NIPDI contractors also pay into other funds for other purposes, such as the Pension Fund, the Welfare Fund and the Apprentice Training Fund.
Since it was established in 1978 NIPDI has shouldered responsibility for numerous activities that support, enhance and promote the painting and drywall finishing industry of Northern Illinois.

- Charitable painting and drywall projects
- Apprentice training program support
- Support for industry causes
- Annual golf outings
- Social and recreational events
